Making transformation work: Connecting purpose, people, systems and assets

Transformation rarely fails because there is no activity.

More often, there is too much activity happening at once.

Technology upgrades. Cost reduction. Workforce changes. New systems. Reviews. New ways of working.

Across private and public sectors, transformation is now the default state of business. Around 90 per cent of organisations worldwide are undergoing some form of digital or enterprise transformation, according to McKinsey. At the same time, only about 30 to 35 per cent of these efforts meet their stated objectives on time and on budget, with BCG and McKinsey reporting failure rates between 65 and 70 per cent. Bain’s 2024 analysis puts the figure even higher, with 88 per cent of business transformations failing to achieve their original ambitions.


The context is clear. Leaders are thinking hard about automation and AI, about value for money in the products and services they deliver, and about how to do more with less. For many, the driver is not technology for its own sake. It is cost pressure. It is mandatory reviews. It is the need to demonstrate value for money to ratepayers, shareholders or ministers.


In New Zealand’s health sector, for example, Te Whatu Ora is managing simultaneous pressures. A government-commissioned review found that securing approval for a NZ$20 million digital project was harder than obtaining go-ahead for NZ$12 billion in annual labour costs. The review estimated the health sector could save up to NZ$600 million in labour costs each year if it can drive productivity through digital transformation. At the same time, Health New Zealand has established a Centre for Digital Modernisation of Health to coordinate investments under a 10-year Health Digital Investment Plan, with NZ$300 million allocated in Budget 2026 to upgrade core IT platforms.


The transformation paradox: high activity, low impact

Most organisations are running multiple transformation initiatives at once. Cost reduction programmes, mandatory reviews, digital platform upgrades, workforce redesign, customer experience programmes and regulatory change. The list goes on. Yet the evidence is consistent: transformation success rates have stagnated at around 30 to 35 per cent.


The gap is not ambition. It is integration. BCG’s analysis of over 850 companies shows that organisations that combine technology modernisation with operating-model redesign outperform peers that treat digitisation as a software rollout alone. McKinsey reports that organisations that invest heavily in culture change see 5.3 times higher success rates than technology-only approaches.

In local government, the pattern is visible. Councils are spending hundreds of thousands of dollars on representation reviews that may become irrelevant if the council structure changes. Wellington City Council is cutting roles and improving contract management while simultaneously facing mandatory policy reviews under the Building Act and other legislation. Without an integrated capability approach, these workstreams compete rather than reinforce. 


In the United Kingdom, St George’s, Epsom and St Helier University Hospitals and Health Group set out a group digital strategy for 2026 to 2030 that allocates £23 million to £25 million in capital strictly on risk remediation, including network hardware and wifi coverage. The trust is tackling a fragmented and ageing technology landscape by rationalising systems, improving interoperability and optimising electronic patient records. A group-wide data capability will be established to support timely and actionable insight, and AI and automation will be adopted to release staff time and improve organisational productivity.


Without an integrated capability approach, these workstreams compete rather than reinforce. Technology upgrades proceed without workforce redesign. Cost reduction targets are set without considering capability gaps. Mandatory reviews are completed without building lasting capability. The implication is clear. Transformation that treats technology, assets, workforce and systems as separate workstreams will struggle to deliver value. Integrated capability is the missing link.


What integrated capability means

Integrated capability starts with a simple premise. The ability of an organisation to deliver its purpose depends on how well its assets, systems, workforce and training are aligned. This is not a new idea. Capability-based planning has been used in defence and emergency services for decades. What is new is the application of this thinking to enterprise-wide transformation, including cost reduction and mandatory reviews.


An integrated capability model links four elements:


Purpose and mandates

Start with clarity on what the organisation exists to deliver. For a public agency this might be legislative mandates and community outcomes. For a private company this might be products, services and market position. For a health system this might be safe, accessible, high-quality care. 


Purpose defines the capabilities required. A fire service needs operational response capability, regulatory capability and community engagement capability. A technology company needs product development capability, customer support capability and platform operations capability. A health system needs clinical care capability, workforce management capability and digital infrastructure capability. 


Assets: physical and digital

Assets are the tangible and intangible resources required to deliver capability. This includes vehicle fleets, fire appliances, energy plant equipment, IT infrastructure, data platforms and intellectual property.


Assets must be matched to capability requirements. A new fire appliance is only useful if the training, maintenance and operational procedures support it. A new data platform is only useful if the people and processes can use it effectively.


Organisational support systems

Corporate services, IT support, planning, finance, procurement and governance form the backbone that enables capability delivery. These systems must be designed to support the capabilities required by purpose, not the other way around.


In practice this means shared data standards, common workflows and performance visibility across the system. Deloitte’s Government Trends 2026 report describes platforms as shared capabilities such as data, infrastructure, standards and core services that reduce duplication and enable integration.


Workforce and training

Workforce planning, role design, competency frameworks and training form the people element of integrated capability. This is where most organisations start, and where most fail. Training on its own does not build capability. It must be linked to roles, assets, systems and purpose.


In practice this means defining the capabilities required for each role, mapping training to those capabilities, and tracking attainment at the individual and team level. Completion tracking tells you who finished a course. Capability tracking tells you whether the skills required for a role are in place.


The value of integrated planning and transformation

Integrated planning and transformation is not a nice-to-have. It is a performance differentiator. BCG’s analysis of over 850 companies shows that organisations that combine technology modernisation with operating-model redesign outperform peers that treat digitisation as a software rollout alone. McKinsey’s research finds that organisations that invest heavily in culture change see 5.3 times higher success rates than technology-only approaches.


The logic is straightforward. When purpose, assets, systems and workforce are planned together, transformation initiatives reinforce each other rather than compete. When they are planned in silos, initiatives fragment, duplicate effort and create capability debt.


This is where the health sector context becomes relevant. Te Whatu Ora is managing a 10-year Health Digital Investment Plan with NZ$300 million allocated in Budget 2026 to upgrade core IT platforms. At the same time, the health system is facing pressure to reduce labour costs and improve productivity. An integrated capability approach would sequence these workstreams to build capability, not just cut costs.


In Miami, the Jackson Health System’s transformation illustrates the value of integration. The health system did not simply deploy AI tools. It redesigned workflows, established new performance management systems, trained 200 plus leaders and staff to use data and technology, and implemented sustainable changes through process redesign and technology integration. The result was $160 million in annual margin improvement and better quality care. 


St George’s, Epsom and St Helier’s digital strategy takes a similar approach. The trust is allocating £23 million to £25 million to risk remediation, rationalising systems, improving interoperability, establishing a group-wide data capability and adopting AI and automation to release staff time. It is also building technical, analytical and clinical informatics skills, establishing clear roles and governance for digital, data and cyber, and establishing a culture of development and innovation. 


This approach does not eliminate the cost pressures or mandatory reviews. It ensures they are done in a way that builds capability, not just compliance.


Integrated capability in practice

The evidence is not theoretical. Organisations across sectors are already moving in this direction.


Fire and Rescue New South Wales expanded its training operating model to increase recruit and station officer capacity while improving quality, using critical systems theory, new booking and assessment systems, and close partnership with unions and safety representatives. This links workforce planning to operational capability and asset utilisation, not just training completions.

Jackson Health System’s transformation illustrates the value of integration in a health context. The health system redesigned workflows, established new performance management systems, deployed AI-enabled tools and trained leaders and staff to use data and technology. The result was $160 million in annual margin improvement and better quality care.  


Fire and Emergency New Zealand (FENZ) has invested in multi-year cultural capability training pathways, blended digital and marae-based learning, and workforce systems to enable real-time, data-driven decision-making. This is not a training programme in isolation. It is an integrated capability approach that links training to assets, systems and purpose.


Defence organisations use capability-based planning to match assets, workforce and training to strategic requirements. Agent-based modelling simulates the entire workforce pipeline, treating individuals as agents that move through different training stages based on real-world constraints. This allows planners to see how changes in assets, training or workforce policy affect operational readiness.


The Australian Public Service uses a capability framework to link roles, training and workforce planning. Agencies map training to capabilities, track attainment at the individual level and report capability gaps, not just completions.


These examples span emergency services, defence, health and public administration, in New Zealand, Australia, the United Kingdom and the United States. They share a common pattern: treat capability as an integrated system of purpose, assets, systems and workforce.

 

A practical framework for leaders


The Integrated Capability Loop

  1. Clarify purpose and mandates. What outcomes must this capability enable?
  2. Map required capabilities. What discrete abilities does the organisation need to deliver these outcomes?
  3. Assess current capability maturity. Rate each capability on people, process, technology and data.
  4. Design the asset and system architecture. What physical and digital assets, and what support systems, are required?
  5. Plan the workforce and training. What roles, competencies and learning pathways are required?
  6. Measure integrated capability. Are assets, systems and workforce aligned to deliver the purpose?

This loop applies equally to operational response, regulatory delivery and community engagement, so leaders can use one language across all three.


Leadership implications

For leaders and boards, the question shifts from “Are we transforming?” to “Are we building integrated capability that matches our purpose?” That requires:

  • One capability language. Leaders share a common model for how capability is defined and measured.
  • Integrated investment decisions. Assets, systems and workforce are planned together, not in silos.
  • Capability-matched initiatives. Work is sequenced to match budget, skills and change bandwidth.
  • Behavioural metrics. Success is measured by integrated capability, not just milestones.


Harvard Business Review research emphasises that leaders must model the transformation they expect others to deliver, and that the most successful transformations occur when senior leaders personally sponsor the organisation’s most uncertain initiatives and demonstrate a willingness to change course when evidence demands it.


Closing

Organisations that treat capability as an integrated system of purpose, assets, systems and workforce will outperform those that treat transformation as a series of projects. The leaders who win in the next five years will be those who build the internal conditions to change well, repeatedly, without burning out their people or losing operational stability.
